Prateek starts his essay by telling the story of a student having difficulty getting admitted to a college because of high fees. He then poses the question of how the student will be able to get an education when he can’t have the opportunity to do so in the first place. Further in the essay, the author defines discrimination and cites instances when it happens. Prateek also compares past and present discrimination, ending the piece by saying it should stop and everyone deserves to be treated fairly.

He delves into society’s fault for playing the “blame game” and choosing to ignore each other’s perspectives, leading to stereotypes. He also talks about affirmative action committees that serve to protect minorities.

Finally, Ibarra notes how the movie alluded to flawed characters, such as having a smaller boat, mismatched or recycled kitchen furniture, and no shoes.
The other cast even taunts Luca, saying he smells and gets his clothes from a dead person. These are typical things marginalized communities experience in real life. At the end of her essay, Ibarra points out how society is dogmatic against the lower class, thinking they are abusers. In Luca, the wealthy antagonist is shown to be violent and lazy.

M ost people would agree that equal opportunity to participate as a full and functioning member of society is important. Nonetheless, existing social and economic disparities among racial and ethnic groups suggest that our society has yet to achieve this goal. For instance, Hispanics have higher school dropout rates than other racial and ethnic groups (Hauser et al., 2002). The black–white wealth gap remains large (Conley, 1999; Oliver and Shapiro, 1995). Young Native Americans are incarcerated in federal prisons at higher rates than any other minority racial group (Smelser and Baltes, 2001; Weich and Angulo, 2002). And some Asian Americans, among other minority groups, have poorer access to health care services and treatments than whites (Institute of Medicine, 2003). Such racial disparities are pervasive and may be the result of racial prejudice and discrimination, as well as differences in socioeconomic status, differential access to opportunities, and institutional policies and practices.
Such racial disparities persist despite the many legal and social changes that have improved opportunities for minority racial and ethnic groups in the United States. Several factors may contribute to racial differences in outcomes, including differences in socioeconomic status, differential access to opportunities, and others. One factor that should be considered is the role of racial discrimination. Overt discrimination against African Americans and other minority groups characterized much of U.S. history; a question is whether and what types of discrimination continue to exist and their effects on differential outcomes.
Although researchers in specific disciplines have investigated discrimination in particular domains, there has been little effort to coordinate and
expand such research in ways that could help to better understand and measure various kinds of racial and ethnic discrimination across domains and groups and over time. To address this problem, the Committee on National Statistics convened a panel of scholars in 2001 to consider the definition of racial discrimination, assess current methodologies for measuring it, identify new approaches, and make recommendations about the best broad methodological approaches. In particular, this panel was asked to conduct the following tasks:
Give the policy and scholarly communities new tools for assessing the extent to which discrimination continues to undermine the achievement of equal opportunity by suggesting additional means for measuring discrimination that can be applied not only to the racial question but in other important social arenas as well.
Conduct a thorough evaluation of current methodologies for measuring discrimination in a wide range of circumstances where it may occur.
Consider how analyses of data from other sources could contribute to findings from research experimentation, such as the U.S. Department of Housing and Urban Development paired tests.
Recommend further research as well as the development of data to complement research studies.
Although there is substantial direct empirical evidence for the prevalence of large disparities among racial and ethnic groups in various domains, it is often difficult to obtain direct evidence of whether and to what extent discrimination may be a contributing factor. Differential outcomes by race and ethnicity may or may not indicate discrimination. Examples of studies using methods that persuasively measure the presence or absence of discrimination are rare, and appropriate data for measurement are often unobtainable. As a result, there is little scholarly consensus about the extent and frequency of discrimination and how it relates to continuing disadvantages along racial and ethnic lines (Fix and Turner, 1998).
One reason it is difficult to assess discrimination is that changes have occurred in the nature of prejudiced attitudes and discriminatory behaviors. With the passage of the Civil Rights Act of 1964 and other laws that prohibit discrimination because of race in a variety of domains, overt discrimination is less often apparent. However, discrimination may persist in more subtle forms. Indeed, social psychological research suggests that relatively automatic and unexamined cognitive processes, of which the holder (and sometimes the target) may not be fully aware, can lead to discrimination (Devine, 1989; Fiske, 1998). These subtleties make defining and measuring discrimination more difficult.
STUDY APPROACH AND SCOPE
The panel’s goal in this report is to review and comment on the methods used in various social scientific disciplines to identify types of racial discrimination and measure their effects. The report is designed to help social science researchers, policy analysts, federal agencies, and concerned observers better understand how to assess racial discrimination in different domains, drawing on different social science methods and data sources as appropriate. To approach this important but difficult task, the panel focused on defining relevant concepts, examining various methodological approaches and data sources, and considering directions for future research.
The purpose of this report is not to promote a single “right” way to measure discrimination. In some situations, one approach may be more easily implemented and more credible; in other situations, another approach may be more appropriate. Often, multiple approaches will be needed to provide credible evidence about the prevalence of discrimination in a domain. Thus, the panel attempts to identify the broad range of approaches for measuring discrimination and to provide a critical review of their relative credibility when applied in different situations. The panel develops a cross-disciplinary research and data collection agenda for action by public and private funding agencies and the research community.
The report makes no attempt to actually measure current or past levels of discrimination in any domain. Our purpose is not to report numbers or impacts but to provide guidance and encouragement to researchers and policy analysts as they work across domains to identify where discrimination may be present and what its effects may be.
In the first part of this report, the panel defines the concepts of race and racial discrimination from a social science perspective, which we believe is the appropriate perspective for research and policy analysis on discrimination. When referring to race in the report, the panel uses the categories established by the federal classification standards (U.S. Office of Management and Budget, 1997) to identify whites, blacks or African Americans, American Indians and Alaska Natives or Native Americans, Asians, and Native Hawaiians and other Pacific Islanders. According to these standards, Hispanics or Latinos are referred to as an ethnic group. Yet, although the panel was asked to consider racial discrimination, Hispanics (a rapidly growing ethnic population) also face discrimination. In addition, concepts of race and ethnicity are not clearly defined for many Hispanics, so for these two reasons our discussion often refers to Hispanics as well as to specific racial groups. Throughout the report, the term disadvantaged racial group is used to refer to groups in the United States (e.g., blacks) whose disadvantage can be linked historically to discriminatory practices and policies and who are, consequently, part of a legally protected class.
The panel is concerned with broad types of discriminatory behaviors and processes that have negative consequences for disadvantaged racial groups in various social and economic arenas. We draw on sociological, social psychological, and other literature to develop our definition of racial discrimination. We also discuss the conceptual possibility that discrimination may operate not just at one point in time and within one particular domain but at various points within and across multiple domains throughout the course of an individual’s life. The panel acknowledges that the effect of such cumulative discrimination may not be easily identified or measured.
In interpreting that part of its charge to review measurement methods, the panel chose to address broad approaches that could be applied across domains, rather than making recommendations about specific approaches for particular domains. Therefore, although examples are used throughout the report to illustrate efforts to measure discrimination in particular circumstances, our main focus is on methods (e.g., experiments, observational studies, survey research) that can be used to study discrimination under many different circumstances.
The examples of disparities and discrimination measurement that we provide come from research in five domains: labor markets and employment, education, housing and mortgage lending, health care, and criminal justice. Although not the only domains of concern, these are key areas of social interaction for which discrimination can seriously limit life opportunities; these are also among the areas for which the federal government regularly collects administrative and survey data long used by researchers to study discrimination and discriminatory effects. We do not provide an exhaustive set of examples for each of these areas. Rather, a selected bibliography of important literature reviews, major reports, and other work on data collection and analytical methods used in each of these domains is provided at the end of this report.
Much of the discussion in this report on such topics as statistical inference, experimental design, and data quality is relatively technical in nature. Although sometimes dry, the import of this discussion should not be misunderstood by readers who are deeply concerned about the possible extent and continued effects of racial discrimination in American life. It was our shared concern about racial discrimination that drew each member of the panel into the in-depth discussions of measurement reflected in this report. Because we view racial discrimination as a crucial social issue, we believe it is essential to use the most credible and accurate measurement approaches.
In carrying out this study, the panel met and deliberated over a period of almost 2 years. We held meetings, invited speakers, and commissioned several papers (see Box 1-1 ); we requested input from prominent scholars on key issues; reviewed a large body of literature on salient aspects of the law and criminal justice, labor markets, housing markets, education, and
health care; investigated the ways in which race is defined in various federally funded surveys; reviewed the literature on race, prejudice, and discrimination; and examined other literature on survey design, experimental evidence, and statistical analysis.
This report is divided into three parts. The chapters in Part I provide a conceptual framework for thinking about racial discrimination. Chapter 2 explores the meaning of race as a social construct and provides historical background on the complex issues surrounding race in the United States and how it is measured in the decennial census and other federal data collections. Chapter 3 defines discrimination from a social science perspective and explains why we focus on racial discrimination. Our definition of racial discrimination is informed by legal concepts of discrimination, but it also encompasses behaviors and processes that may not be unlawful or easily measured. Chapter 4 provides a framework for understanding how racial
discrimination may operate. As the discussion indicates, there are different ways in which discrimination can occur and various mechanisms that can result in discriminatory behavior. Identifying various sources of discrimination is a crucial first step in developing theories or models of discrimination and using them to guide data collection and research for measuring the presence and extent of different types of discrimination.
The chapters in Part II examine methodological approaches to measuring discrimination and the advantages, limitations, and best techniques associated with each. Chapter 5 provides a general framework for inferring causation and a brief introduction to some of the topics covered in detail in the chapters that follow. Chapter 6 focuses on experimental methods, including field and laboratory experiments. Chapter 7 describes the use of statistical analysis of observational data to measure discrimination, reviewing the necessary assumptions and potential credibility of various approaches. Chapter 8 focuses on approaches employing attitudinal and behavioral indicators of discrimination, including methods based on survey data and administrative records. Each of these chapters describes specific approaches and the situations in which they can be implemented and may be appropriate. Where possible, we also attempt to identify more and less credible approaches, providing guidance for future scholars seeking to use the most effective methods. Chapter 9 at the end of Part II addresses issues of racial profiling, as an illustration of an area in which measuring discrimination is difficult.
The chapters in Part III present the panel’s priorities for data collection and research for improved measures of race and racial discrimination. Chapter 10 describes the data collected by federal statistical and administrative agencies that may support analysis of racial discrimination and its effects. The discussion focuses on concepts and measures of race and ethnicity in federal data sources, how different measures may affect distributions and consequent analyses for racial and ethnic groups, and research that is needed to improve federal measures. Chapter 11 considers the nature of cumulative effects of discrimination within and across multiple domains, seeking to identify techniques that can be used to provide a fuller measure of the impact of discrimination when it occurs over time and in more than one social arena. Little empirical work has been done on cumulative discrimination, so research and data collection in this area are important to pursue.
Finally, Chapter 12 suggests next steps for program and research agencies to build a research agenda that is directed to priority needs for measuring racial discrimination. The aim of the chapter is not to develop a detailed agenda per se, which is beyond the panel’s scope and resources, but to suggest a series of steps whereby agencies may identify priority research topics; evaluate them for feasibility and cost-effectiveness; and bring to bear the necessary conceptual frameworks, research methods, and data. Whether
conducting research from a policy perspective or more basic research, it will be important to support multidisciplinary studies that draw on a range of methodologies and data sources.
The report ends with two appendixes: Appendix A presents the agenda for the Workshop on Measuring Racial Disparities and Discrimination in Elementary and Secondary Education held by the panel in July 2002; Appendix B provides biographical sketches of the panel members and staff.

A Personal Experience of Discrimination Essay
We live in an integrated society where various elements color our view and understanding of what goes on around us. One of the defining characteristics about me is my optimistic outlook towards life. Always looking at the bright side of people and situations has been my mantra and despite how bad things get, I do not let any situation tear me down. I am always open to the possibilities that people have the inborn ability to love, care and understand each other with very little inhibitions. This is a virtue that is especially useful to me in a world constantly battered by the winds of uncertainty.
Due to this positive perception on life and humanity, I have never really thought about the existing problems of racism and its associated vices such as discrimination or stereotyping. This is mainly because I have never really encountered them on a personal level even though people around me always shared their experiences as to how they witnessed them at some point in their lives. I think that my long term belief that people exercised equality was biased and as a result, blinded me from seeing the truth. Evidently, people in their varied capacities have the potential to be unjust, cruel and discriminatory depending on their culture and environment that they dwell in. Incidentally, reality finally dawned on me as I experienced the most horrific event in my life.
My personal experience
I am a well travelled youth who believes in living life to the fullest and making the most out of it. Two years ago, I embarked on a trip to France in a bid to further fulfill my life principle. It was then that I experience ostracism and discrimination in the hands of the joyous Parisians. My friends had always praised the shopping district in Paris and I finally had a chance to witness the marvels. I always had a fetish for designer handbags and France was home to one of the famous designers dealing with these bags. I wanted to experience entering the Louis Vioutton boutique on Champ Ellyses and purchase my first LV designer handbag. I could have easily purchased one in the states but the thrill of knowing that I would be the owner of a designer handbag purchased directly from the source in Paris was overwhelming.
I was totally exited as I approached the store. I imagined the looks on my friends’ faces as I narrate this enduring event to them. I expected to be received with a warm welcome by the sales personnel but that was not the case. The minute I walked into the store, I was ignored by the sales people. I figured that maybe they identified me as an American so I decided to speak in Spanish. Funny enough, they responded in English but only to one question then turned away to assist other people that had just walked into the store. I was beyond myself with anger as I contemplated on what I could have done to receive such a cold response.
I lingered in the boutique for about twenty minutes trying to get someone’s attention but to no avail. It was like I didn’t matter. I was ignored and as I looked at them I saw them laughing at me a fact that made me feel totally alienated and looked down upon. Needless to say, I felt humiliated and belittled. I finally gathered enough courage and walked out of the boutique feeling blue and undeserving.
This stereotyping and discrimination exerted a prime jolt to my ego which made me realize the horrible and uncalled-for situations that many Americans experience in their day to day interactions. I finally understood that racism and its associated vices are territorial concepts that people employ to feel empowered and for self gratification. I also realized that such incidences affect people irrespective of their age, race and religion. It pained me as I imagined how difficult it is to encounter these situations on a daily basis.

As part of the Biden-Harris Administration’s comprehensive strategy for responsible innovation, the Executive Order builds on previous actions the President has taken, including work that led to voluntary commitments from 15 leading companies to drive safe, secure, and trustworthy development of AI. The Executive Order directs the following actions: New Standards for AI Safety and Security
As AI’s capabilities grow, so do its implications for Americans’ safety and security. With this Executive Order, the President directs the most sweeping actions ever taken to protect Americans from the potential risks of AI systems :
- Require that developers of the most powerful AI systems share their safety test results and other critical information with the U.S. government. In accordance with the Defense Production Act, the Order will require that companies developing any foundation model that poses a serious risk to national security, national economic security, or national public health and safety must notify the federal government when training the model, and must share the results of all red-team safety tests. These measures will ensure AI systems are safe, secure, and trustworthy before companies make them public.
- Develop standards, tools, and tests to help ensure that AI systems are safe, secure, and trustworthy. The National Institute of Standards and Technology will set the rigorous standards for extensive red-team testing to ensure safety before public release. The Department of Homeland Security will apply those standards to critical infrastructure sectors and establish the AI Safety and Security Board. The Departments of Energy and Homeland Security will also address AI systems’ threats to critical infrastructure, as well as chemical, biological, radiological, nuclear, and cybersecurity risks. Together, these are the most significant actions ever taken by any government to advance the field of AI safety.
- Protect against the risks of using AI to engineer dangerous biological materials by developing strong new standards for biological synthesis screening. Agencies that fund life-science projects will establish these standards as a condition of federal funding, creating powerful incentives to ensure appropriate screening and manage risks potentially made worse by AI.
- Protect Americans from AI-enabled fraud and deception by establishing standards and best practices for detecting AI-generated content and authenticating official content . The Department of Commerce will develop guidance for content authentication and watermarking to clearly label AI-generated content. Federal agencies will use these tools to make it easy for Americans to know that the communications they receive from their government are authentic—and set an example for the private sector and governments around the world.
- Establish an advanced cybersecurity program to develop AI tools to find and fix vulnerabilities in critical software, building on the Biden-Harris Administration’s ongoing AI Cyber Challenge. Together, these efforts will harness AI’s potentially game-changing cyber capabilities to make software and networks more secure.
- Order the development of a National Security Memorandum that directs further actions on AI and security, to be developed by the National Security Council and White House Chief of Staff. This document will ensure that the United States military and intelligence community use AI safely, ethically, and effectively in their missions, and will direct actions to counter adversaries’ military use of AI.
Protecting Americans’ Privacy
Without safeguards, AI can put Americans’ privacy further at risk. AI not only makes it easier to extract, identify, and exploit personal data, but it also heightens incentives to do so because companies use data to train AI systems. To better protect Americans’ privacy, including from the risks posed by AI, the President calls on Congress to pass bipartisan data privacy legislation to protect all Americans, especially kids, and directs the following actions:
- Protect Americans’ privacy by prioritizing federal support for accelerating the development and use of privacy-preserving techniques— including ones that use cutting-edge AI and that let AI systems be trained while preserving the privacy of the training data.
- Strengthen privacy-preserving research and technologies, such as cryptographic tools that preserve individuals’ privacy, by funding a Research Coordination Network to advance rapid breakthroughs and development. The National Science Foundation will also work with this network to promote the adoption of leading-edge privacy-preserving technologies by federal agencies.
- Evaluate how agencies collect and use commercially available information —including information they procure from data brokers—and strengthen privacy guidance for federal agencies to account for AI risks. This work will focus in particular on commercially available information containing personally identifiable data.
- Develop guidelines for federal agencies to evaluate the effectiveness of privacy-preserving techniques, including those used in AI systems. These guidelines will advance agency efforts to protect Americans’ data.
Advancing Equity and Civil Rights
Irresponsible uses of AI can lead to and deepen discrimination, bias, and other abuses in justice, healthcare, and housing. The Biden-Harris Administration has already taken action by publishing the Blueprint for an AI Bill of Rights and issuing an Executive Order directing agencies to combat algorithmic discrimination , while enforcing existing authorities to protect people’s rights and safety. To ensure that AI advances equity and civil rights, the President directs the following additional actions:
- Provide clear guidance to landlords, Federal benefits programs, and federal contractors to keep AI algorithms from being used to exacerbate discrimination.
- Address algorithmic discrimination through training, technical assistance, and coordination between the Department of Justice and Federal civil rights offices on best practices for investigating and prosecuting civil rights violations related to AI.
- Ensure fairness throughout the criminal justice system by developing best practices on the use of AI in sentencing, parole and probation, pretrial release and detention, risk assessments, surveillance, crime forecasting and predictive policing, and forensic analysis.
Standing Up for Consumers, Patients, and Students
AI can bring real benefits to consumers—for example, by making products better, cheaper, and more widely available. But AI also raises the risk of injuring, misleading, or otherwise harming Americans. To protect consumers while ensuring that AI can make Americans better off, the President directs the following actions:
- Advance the responsible use of AI in healthcare and the development of affordable and life-saving drugs. The Department of Health and Human Services will also establish a safety program to receive reports of—and act to remedy – harms or unsafe healthcare practices involving AI.
- Shape AI’s potential to transform education by creating resources to support educators deploying AI-enabled educational tools, such as personalized tutoring in schools.
AI is changing America’s jobs and workplaces, offering both the promise of improved productivity but also the dangers of increased workplace surveillance, bias, and job displacement. To mitigate these risks, support workers’ ability to bargain collectively, and invest in workforce training and development that is accessible to all, the President directs the following actions:
- Develop principles and best practices to mitigate the harms and maximize the benefits of AI for workers by addressing job displacement; labor standards; workplace equity, health, and safety; and data collection. These principles and best practices will benefit workers by providing guidance to prevent employers from undercompensating workers, evaluating job applications unfairly, or impinging on workers’ ability to organize.
- Produce a report on AI’s potential labor-market impacts , and study and identify options for strengthening federal support for workers facing labor disruptions , including from AI.
Promoting Innovation and Competition
America already leads in AI innovation—more AI startups raised first-time capital in the United States last year than in the next seven countries combined. The Executive Order ensures that we continue to lead the way in innovation and competition through the following actions:
- Catalyze AI research across the United States through a pilot of the National AI Research Resource—a tool that will provide AI researchers and students access to key AI resources and data—and expanded grants for AI research in vital areas like healthcare and climate change.
- Promote a fair, open, and competitive AI ecosystem by providing small developers and entrepreneurs access to technical assistance and resources, helping small businesses commercialize AI breakthroughs, and encouraging the Federal Trade Commission to exercise its authorities.
- Use existing authorities to expand the ability of highly skilled immigrants and nonimmigrants with expertise in critical areas to study, stay, and work in the United States by modernizing and streamlining visa criteria, interviews, and reviews.
Advancing American Leadership Abroad
AI’s challenges and opportunities are global. The Biden-Harris Administration will continue working with other nations to support safe, secure, and trustworthy deployment and use of AI worldwide. To that end, the President directs the following actions:
- Expand bilateral, multilateral, and multistakeholder engagements to collaborate on AI . The State Department, in collaboration, with the Commerce Department will lead an effort to establish robust international frameworks for harnessing AI’s benefits and managing its risks and ensuring safety. In addition, this week, Vice President Harris will speak at the UK Summit on AI Safety, hosted by Prime Minister Rishi Sunak.
- Accelerate development and implementation of vital AI standards with international partners and in standards organizations, ensuring that the technology is safe, secure, trustworthy, and interoperable.
- Promote the safe, responsible, and rights-affirming development and deployment of AI abroad to solve global challenges, such as advancing sustainable development and mitigating dangers to critical infrastructure.
Ensuring Responsible and Effective Government Use of AI
AI can help government deliver better results for the American people. It can expand agencies’ capacity to regulate, govern, and disburse benefits, and it can cut costs and enhance the security of government systems. However, use of AI can pose risks, such as discrimination and unsafe decisions. To ensure the responsible government deployment of AI and modernize federal AI infrastructure, the President directs the following actions:
- Issue guidance for agencies’ use of AI, including clear standards to protect rights and safety, improve AI procurement, and strengthen AI deployment.
- Help agencies acquire specified AI products and services faster, more cheaply, and more effectively through more rapid and efficient contracting.
- Accelerate the rapid hiring of AI professionals as part of a government-wide AI talent surge led by the Office of Personnel Management, U.S. Digital Service, U.S. Digital Corps, and Presidential Innovation Fellowship. Agencies will provide AI training for employees at all levels in relevant fields.
As we advance this agenda at home, the Administration will work with allies and partners abroad on a strong international framework to govern the development and use of AI. The Administration has already consulted widely on AI governance frameworks over the past several months—engaging with Australia, Brazil, Canada, Chile, the European Union, France, Germany, India, Israel, Italy, Japan, Kenya, Mexico, the Netherlands, New Zealand, Nigeria, the Philippines, Singapore, South Korea, the UAE, and the UK. The actions taken today support and complement Japan’s leadership of the G-7 Hiroshima Process, the UK Summit on AI Safety, India’s leadership as Chair of the Global Partnership on AI, and ongoing discussions at the United Nations. The actions that President Biden directed today are vital steps forward in the U.S.’s approach on safe, secure, and trustworthy AI. More action will be required, and the Administration will continue to work with Congress to pursue bipartisan legislation to help America lead the way in responsible innovation. What Is Happening on College Campuses Is Not Free Speech

Since the Hamas terrorist attacks on Oct. 7, campus life in the United States has imploded into a daily trial of intimidation and insult for Jewish students. A hostile environment that began with statements from pro-Palestinian student organizations justifying terrorism has now rapidly spiraled into death threats and physical attacks, leaving Jewish students alarmed and vulnerable.
On an online discussion forum last weekend, Jewish students at Cornell were called “excrement on the face of the earth,” threatened with rape and beheading and bombarded with demands like “eliminate Jewish living from Cornell campus.” (A 21-year-old junior at Cornell has been charged with posting violent threats.) This horror must end.
Free speech, open debate and heterodox views lie at the core of academic life. They are fundamental to educating future leaders to think and act morally. The reality on some college campuses today is the opposite: open intimidation of Jewish students. Mob harassment must not be confused with free speech.
Universities need to get back to first principles and understand that they have the rules on hand to end intimidation of Jewish students. We need to hold professors and students to a higher standard.
The targeting of Jewish students didn’t stop at Cornell: Jewish students at Cooper Union huddled in the library to escape an angry crowd pounding on the doors; a protester at a rally near New York University carried a sign calling for the world to be kept “clean” of Jews; messages like “glory to our martyrs” were projected onto a George Washington University building.
This most recent wave of hate began with prejudiced comments obscured by seemingly righteous language. Following the Oct. 7 attacks, more than 30 student groups at Harvard signed on to a statement that read, “We, the undersigned student organizations, hold the Israeli regime entirely responsible for all unfolding violence.” There was no mention of Hamas. The university issued such a tepid response , it almost felt like an invitation.
Days later, at a pro-Palestinian rally, the Cornell associate professor Russell Rickford said he was “exhilarated” by Hamas’s terrorist attack. (He later apologized and was granted a leave of absence.) In an article, a Columbia professor, Joseph Massad, seemed to relish the “awesome” scenes of “Palestinian resistance fighters” storming into Israel. Most recently, over 100 Columbia and Barnard professors signed a letter defending students who blamed Israel for Hamas’s attacks. To the best of our knowledge, none of these professors have received meaningful discipline, much less dismissal. Another green light.
Over these last few weeks, dozens of anti-Israel protests have been hosted on or near college campuses. Many of these demonstrations had threatening features: Masked students have chanted slogans such as “From the river to the sea, Palestine will be free,” which many view as a call for the destruction of Israel. Others have shouted, “There is only one solution, intifada revolution.” The word “intifada” has a gruesome history: During the Aqsa intifada of the early 2000s, hundreds of Israeli civilians were killed in attacks .
On at least one occasion, these student protests have even interrupted candlelight vigils for the victims of Oct. 7. And they haven’t been condemned by the leadership at enough universities. In recent days, some universities, including Cornell, have released statements denouncing antisemitism on campus. Harvard also announced the creation of an advisory group to combat antisemitism.
The terms “Zionist” and “colonizer” have evolved into epithets used against Jewish students like us. These labels have been spit at some of us and our friends in dining halls, dorm common rooms, outside classes and at parties.
Failure by any university to affirm that taunts and intimidation have no place on campus legitimizes more violent behaviors. We are seeing it play out before our eyes.
At Columbia, an Israeli student was physically assaulted on campus. Near Tulane, a Jewish student’s head was bashed with the pole of a Palestinian flag after he attempted to stop protesters from burning an Israeli flag. And students at Cornell live in fear that their peers will actualize antisemitic threats.
All students have sacred rights to hold events, teach-ins and protests. And university faculty members must present arguments that make students uncomfortable. University campuses are unique hubs of intellectual discovery and debate, designed to teach students how to act within a free society. But free inquiry is not possible in an environment of intimidation. Harassment and intimidation fly in the face of the purpose of a university.
The codes of ethics of universities across the country condemn intimidation and hold students and faculty to standards of dignity and respect for others. Campuses are at a crossroads: The leadership can either enforce these ethics or these places of learning will succumb to mob rule by their most radical voices, risking the continuation of actual violence.
Simply affirming that taunts and intimidation have no place on campus isn’t enough. Professors violating these rules should be disciplined or dismissed. Student groups that incite or justify violence should not be given university funds to conduct activity on campus.
Furthermore, in line with anti-harassment and anti-discrimination policies, established university initiatives that protect minority groups must also include Jews. Universities should adopt the International Holocaust Remembrance Alliance definition of antisemitism, as a mechanism for properly identifying and eliminating anti-Jewish hate.
No students should be subject to discrimination, let alone outright threats and hostility, on the basis of their identity. This standard must be applied to Jewish students, too.
Finally, it is vital that individual campus community members — students, professors, alumni, staff members and parents — act against intimidation and incivility. Stand with your Jewish friends at peaceful assemblies. Call on universities via letters and petitions to restore civility on campus.
Although one may think antisemitism has an impact only on Jews, history shows it poisons society at large. Universities have a moral responsibility to counter hateful violence in all its forms. When they fail to do so, they fail us all.
